EMS Training Funds

In order to become compliant with the Commonwealth of Virginia’s purchasing policies, the Office of Emergency Medical Services is restructuring the Emergency Medical Services Training Fund.

Funding for continuing education and auxiliary courses will no longer be distributed on a first-come, firstserved basis, but will instead be awarded via a competitive bid process facilitated by the regional EMS councils. Funding for initial courses is going to be distributed via a scholarship system directly to students. More information about the scholarship system will be distributed soon; this memo focuses on the new regional bidding process.

The Office of EMS set aside funds per Council based on the amount claimed from EMSTF in the last several years. For FY19, there will be funding available for Auxiliary courses and funding for Category 1 Continuing Education available for distribution in the REMS Council region. Two category 1ALS CE courses may be funded per jurisdiction.
Bids will be accepted for one or multiple jurisdictions of coverage, and more than one award may be made. Each city or county in the REMS Council service area is considered a jurisdiction. If there are unsuccessful or zero bids for a jurisdiction, the Council will look into being able to provide Continuing Education for that area.
Auxiliary courses that are considered eligible for funds (per TPAM policy T-1415) include ACLS, PALS, PEARS, ITLS, PITLS, PHTLS, EPC, AMLS, EMS Safety, GEMS, PEPL, TECC, TCCC-MP, PEPP

There will be two bidding periods per year. The Council will issue a Request for Proposals (RFP) and hold a pre-bid meeting for each cycle. Please see attached flowchart to view the individual steps of the pre- and postaward process.
